What is the exact selection? If you've selected files and folders, then this would also copy/move the folder selected, too. If you click the '?' Help button of the Move To Folder dialog, we have an example selection and the 3 different Folder Structure options to demonstrate how each functions; does this help explain why some folders are appearing in the destination and what each option offers?
BC4 does have a Select All and Select All Files command to help select only files (Shift+Arrows to slide the selection after). Would this help with the Display Filters/Name Filters to limit the view to only the files you need to copy, then Select All Files?

Not sure this is a bug (BC 4.2.3 Build 22587 but here goes:
SUMMARY: I select 4 individual files in 4 separate folders intending to invoke MOVE TO FOLDER to consolidate them to a new destination folder.
M:\LS1100\LS1100_AAA_2017-07-01\TR-INPUT
File_001.mpg
M:\LS1100\LS1100_AAA_2017-08-01\TR-INPUT
File_002.mpg
M:\LS1100\LS1100_AAA_2017-09-01\TR-INPUT
File_003.mpg
M:\LS1100\LS1100_AAA_2017-10-01\TR-INPUT
File_004.mpg
Destination folder already exists:
M:\LS1100\LS1100_2017-10-13\TR-INPUT-REPROCESS
After invoking MOVE TO FOLDER, what I get is sub-folder trees moved to the destination each with the single destination file rather than just the individual selected files contained in them:
M:\LS1100\LS1100_AAA_2017-10-13\TR-INPUT-REPROCESS
LS1100_AAA_2017-07-01\TR-INPUT
File_001.msg
LS1100_AAA_2017-08-01\TR-INPUT
File_002.msg
LS1100_AAA_2017-09-01\TR-INPUT
File_003.msg
LS1100_AAA_2017-10-01\TR-INPUT
File_004.msg
If instead I select each target file one at a time and move it alone, then the results are correct; after four moves there are four files in the single BBB… target folder.
I find it odd that SELECTING files to operate on in this manner creates NEW sub-folders in the target without prompting.
I believe that if the top level existing folder were on another drive I would get the standard FOLDER DOES NOT EXIST warning to at least alert that something might be being interpreted differently from what I intended.
