Bug: Window not maximized properly on start

The BC window is slightly smaller than the full screen, lowered from the top of the screen by about 20 pixels, and shifted slightly to the right (the edge is off the screen). Clicking the maximize button correctly fixes the window.

I am running Gnome on Ubuntu 8.10. I do not have a top Gnome panel, only a bottom one.
