13042 File Formats Name+Mask list initial state

When I open File Formats, BC selects the current format in the Name+Mask list... but as often as not leaves it out of view. I suggest BC set the scroll so that it was in view.

Also, how about labelling this unlabelled list. "Edit file formats:" would be consistent "Edit file format defaults:", but dropping teh "Edit" from both would be most consistent with the rest of BC.
