Character encoding is set in your forum preferences.

To change encoding to GB2312, click the "My Home" link. Click Edit on "Display preferences, number of shown threads, languages, colors...". For the Choose Language dropdown, select "Simplified Chinese".

The above steps should allow you to see Simplified Chinese text without manually setting the character encoding in your browser.

You'll have to register for the forums to set the preferences.
