Someone put that there, perhaps legitimately as part of a custom File Format, but I would suggest not running it until you can confirm it's use and who included it. BC3/4 does not launch with UAC permissions, but this is usually fixed with the Windows Right-click -> Properties, Compatibility, Run As Administrator.
I would suggest backing up your current settings with Tools -> Export, then uninstall and delete the BC3 directory. Then re-install and Tools -> Import.
A developer caught this post and has corrected information: that is one of ours, but you aren't supposed to ever encounter it (I haven't ever seen it myself before). It only appears at the end of the installer to help launch BC the first time and is supposed to be deleted immediately after. You can safely remove it.
