Yes, in the Tools menu -> Options dialog, Tweaks section:
Dim inactive pane by: X%

The default is to dim the inactive pane to help direct your eye when you are about to type or edit, but you can customize it here.

Is it possible to make both right and left panes have the same background color?
Currently the pane with the focus has a black background and the other pane's background is dark grey:

I'd like them both to be black.
