Insert Blank Line shouldn't "adjust" other side

I am manually synchronizing some changes from one file to another in the common "File View" (side by side) mode, and need a blank line inserted on one side to make things line up properly. I right click and choose the "Insert Blank Line" and while the blank like is inserted in only the side I am concerned with, the other side is "adjusted"; that is, all content is moved down one line. Sometimes this may be useful, but in my case, it just frustrates the objective I have.

This is similar to post Insert New Text in File View Mode; I just don't need to copy anything in this particular case.

The insert blank line behavior is intended behavior.

Have you tried using Align Manually to line up the text?
