How to set default encoding?

is there any way to set default encoding for each session?

Not as a default Session Setting. You can override the encoding as part of the File Format settings (Tools menu -> File Formats -> Conversion tab of specific format), or as part of an FTP Profile (Tools menu -> FTP Profiles -> General tab on specific FTP).
