Why do some and not other folders on FTP show with the time missing? E.g. attached.

When the FTP server sends back a directory listing it only includes the year or time, depending on whether the timestamp is more than 6-12 months old. You can see this if you turn on the "Include debug messages in log" tweak.
If your server supports it you can use the "Complete timestamps [-T]" FTP profile option (Listings tab) to always get the complete timestamp. If it doesn't you have to use the "Fetch incomplete timestamps" option (same tab), which makes BC ask for the full timestamps for any files/directories that are truncated. That option can slow down your listings quite a bit though, since it has to ask for each one individually.

ISTM this should be checkmarked by default.

It's not well supported, and if it's not servers can give errors or empty directory listings. I'd love to improve the behavior, but we can't send any options by default.
