How can I get Explorer Compare to always give Quick Compare? Currently I get it only if BC is not already running.

This is caused by a bug in the current release. The fix didn't make it into 3.1.7, but will be in the release that follows.

I'm surprised, given that I have:

[X] When starting with file comparison, show quick compare dialog

"When starting..." note.
