can not activate the Column ruler

Hi,
I have create a now text-comparsion rules, I need the columsruler, but the button for activate this is inactiv.
What can I do, or is this a bug.

The columns ruler only appears when View | Text Details (or View | Hex Details) is enabled.

Also, if you're not aware of it, the current Line and Column are returned at the leftmost side of the status bar under each input pane.

the problem is, I found no suggestion for this.
Why can this not aktivate also details ?
Or moveover + tooltip.
