Copy to Folder does not enable the Start button.
Select a file and click the right mouse button. Click Copy To Folder.... See Image #1.
Select a destination and the Start button is still disabled. See image #2.
Click Right Side to deselect copying files from the right side. See image #3.
Click Right Side again to select copying files from the right side. See image #4. Now the Start button is enabled.
