I don't have a background in JSP, but from what I understand, JSP is just html with Java embedded in it.
The html comparison rule that is included with BC might be a good start for a JSP comparison rule. To create a new rule from an existing one, go to the Rules section of Tools|Options. Select the html rule, and use the clone button to create a copy of the rule. Associate it with *.jsp and you should be at a good starting point.
If you need to standardize formatting between jsp files, you can also try our HTML Tidy rule. You'll just need to change the file extension that it is associated with. You can download it from our Additional Rules (http://www.scootersoftware.com/download.php?c=kb_morerules) page.
